FCC preps 1695-1710 and 1755-1780 MHz spectrum auction for next year

The FCC said today it has informed the National Telecommunications and Information Administration of its plans to auction off wireless spectrum licenses in the 1695 to 1710 MHz, and the 1755 to 1780 MHz bands as early as September of next year.
The NTIA recently picked out the 1695 to 1710 MHz band of mobile spectrum to be reallocated for non-federal use.
In a statement, Commissioner Ajit Pai advocated offering up the whole range of wireless spectrum for commercial utilization.
“I continue to believe that we should aim to clear and reallocate the 1755 to 1780 MHz band rather than forcing federal users and commercial operators to undertake the complicated, untested task of spectrum sharing,” Pai said.
The 1755 to 1780 MHz band has been spied as a good pairing with the 2155 to 2180 MHz band, another slice of spectrum Congress has told the FCC to auction off by 2015 at the latest.
In September 2012, the FCC granted T-Mobile USA a special temporary authority to test mobile broadband in the 1755 to 1780 MHz band. T-Mobile indicated its belief that testing would reveal the wireless spectrum to be ripe for LTE deployment.
T-Mobile cited the AWS-3 band at 2155 to 2180 MHz as a good possible pairing solution with the 1755 to 1780 MHz band.

In other FCC news today
FCC Chairman Julius Genachowski has officially announced his resignation from the agency today, saying he will step down in the coming weeks.
Genachowski, a Democrat, was confirmed in June of 2009, succeeding then Republican chairman Kevin Martin. Genachowski's tenure as the FCC Chairman was a disruptive one, with the introduction of the National Broadband Plan, which included over 200 recommendations for allocating more wireless spectrum for mobile broadband.
There were also new plans proposed for a complete overhaul of the Universal Service Fund, among many other initatives, some a lot less popular than others.
During his time as chairman, Genachowski also took the lead on killing AT&T's proposed $39 billion acquisition of T-Mobile USA, eventually forcing AT&T to withdraw its proposal alltogether.
He was head of the FCC during a four-year period that saw booming investment in wireless infrastructure as carriers raced to prepare their wireless networks for numerous LTE rollouts.
News of Genachowski's resignation comes in the wake of Commissioner Rob McDowell's announcement this week that he too is stepping down from his post to "spend more time with his family".
Genachowski began a Friday morning call with FCC staff that was broadcast on the commission's website by joking that he had called the meeting to announce that he was tied for first place in the FCC's March Madness pool.
"In March 2009, shortly before completing his own NCAA bracket on ESPN, President Obama nominated me to lead this great agency," he said, eventually moving on from the laughter to announce his impending resignation.
A Wall Street Journal report noted that Tom Wheeler, a venture capitalist and former head of the CTIA, is being considered as a possible replacement for Genachowski.
The Journal also notes that Karen Kornbluh and Lawrence Strickling are also being considered for the Chairman's job at the Commission.
Genachowski said he will help ensure a "healthy transition" to new leadership at the agency. In a statement, CTIA president and CEO Steve Largent expressed his thanks and appreciation for Genachowski’s leadership.
"Julius was instrumental in overseeing the National Broadband Plan and has been a strong voice on wireless spectrum issues and the acceleration of broadband infrastructure deployment so that consumers may continue to enjoy the benefits of the wireless ecosystem," Largent said.

"Julius recognized early on the benefits of mobile broadband and made it a U.S. priority to deliver additional, cleared spectrum to meet consumer demand and maintain U.S. global leadership. We wish him the best in his future endeavors,” added Largent.

CWTA to work closely with cities for better placement of cell towers

The lobby association that represents Canada's wireless industry says cellphone service providers will start consulting more with municipalities about improving the placement of cellphone towers in cities. The Canadian Wireless Telecommunications Association announces a new plan to work closely with municipalities to "find solutions to the challenge of building Canada’s digital infrastructure while respecting local land use preferences and community concerns."
Overall, more than 26 million Canadians currently own a mobile phone, and the wireless industry says that average traffic on some wireless networks is increasing at a pace of five to six percent per week.
All that wireless traffic means that mobile infrastructure is getting more and more strained, and the industry says that in order to avoid service outages, more wireless infrastructure is needed, but closer to people now than in the past.
That means that cellphone towers in cities and other populated areas, where they tend to draw complaints ranging from being an eyesore, to creating electronic interference will definetely be on the rise.
There are even some claims that they cause minor health problems. To combat the backlash, the CWTA says it has created the Joint Antenna System Siting Protocol, in which it promises "meaningful pre-consultations" with local landowners and authorities regarding the placement and shape of new cellphone towers.

The plan has the backing of the Federation of Canadian Municipalities. Under current rules, a cellphone company can put up a tower virtually anywhere it wants without any consulting, as long as the tower is less than 15 metres tall.
"Telecommunications carriers have agreed for the first time to notify municipalities of all antennas being installed before their construction, regardless of height, and to undertake full public consultation for towers under 15 meters — whenever deemed necessary by the municipality," the group said in a release.
"Canadians expect reliable, high-quality wireless service wherever they are," CWTA president Bernard Lord said. "By working together, communities and the industry can guarantee there is enough critical infrastructure in place to keep Canadians connected to the devices and technology they love, and keep our economy strong."

MOON WILL SIT BELOW JUPITOR TODAY

On Sunday evening, You can enjoy a view of a rendezvous involving two of the brightest objects in the night sky: the moon and the planet Jupiter.
About 45 minutes after sunset on Sunday (March 17), the eye-catching celestial duo will be visible in the southwest sky, roughly two-thirds up from the horizon to the point directly overhead.
The moon will be a wide crescent at the time, 34 percent illuminated by the sun, and will sit below Jupiter. At its closest pass — which will occur at around 10:30 p.m. local daylight time along the U.S. East Coast, and around 7:00 p.m. local time for the West Coast — Earth's natural satellite will be just 2 degrees from the giant planet.

SAMSUNG GOOGLE PARTENERSHIP?

As Samsung is  launching its next flagship Android smartphone to the market, there are a few things that could be happening behind the scenes that could potentially threaten the future of the Samsung-Google alliance, as strange as this might sound to some, and it is strange, make no mistake.

Samsung's number one position in the Android segment of the wireless industry is about to get another vote of confidence when the company unveils its Galaxy S4.

There's just an underlying tension between Samsung, Google and Android right now that is about to reach a crossroads any minute now.Samsung's current flagship phone, the Galaxy S3, became the best-selling Android device in the world last year. In its first 6 months on the market, the Galaxy S3 sold more than forty million units. In the third quarter of last year, it even surpassed the iPhone as the single best-selling smartphone on the planet, although Apple snatched back that distinction in the fourth quarter with the launch of its extremely popular iPhone 5.

But now, Samsung is so excited about its S4 that it's reportedly ordering enough parts to handle sales of 10 million phones per month. You read right: enough parts to build 10 million devices per month for the next 12 months. Crazy you say, well maybe.

TO HELP SICK AND ELDER PEOPLE: A TELECARE SYSTEM

British wireless service provider 'O2' has launched the first of its mobile-based telecare services in the U.K. Most of the services currently provided by pendant alarms are connected to traditional landlines, and their reach doesn't extend far enough for most people.
But research now reveals that many elderly patients feel trapped in their homes by alarms which connect to a landline, and as a consequence exercise less and become sick sooner. The device used in O2's "Help at Hand" service is the GPS-enabled Pearl+ made by Oysta technology. It has a support button, four quick call buttons and a fall alarm.
Falling or depressing the blue button puts the device into speakerphone mode and connects the user to a call centre. The system also provides buildings and staff, rather than being subcontracted.
Receptionists in the call centre will decide on how to field the call. They can give over-the-phone advice – although not medical advice – or more typically call a friend or relative or the emergency services.
In extreme circumstances, they will link the user to the emergency services or their nominated contact. The system is principally aimed at carers who worry about the target user for Help at Hand. The carer can be sent a text message when the user needs to charge the phone.
The carer can then define a geo-fence, so that if the user strays outside a certain field, the alarm is sent. The user can also program the quick dial keys with the numbers of friends and relatives.
Calls made on this system are billed separately on a pay-as-you-go contract. The device has a phone number that can be used for incoming calls.
Unfortunately, carers are often old themselves and may well struggle with the web-centric ways of doing all these things. The user or carer is expected to put the SIM in the phone and log into a web portal to program the numbers for the quick-dial keys and leave contact details for the call centre as to who to call in an emergency.
The system's pricing is pretty much in line with pendant alarm systems at about $26 a month, but it’s significantly more than what SmarTone charges for its Help Now service in Hong Kong or the 38 shekels a month Orange Israel charges for its “Gold” service.
There is an initial £99 price for the mobile handset which is a bit steep for a device which doesn’t have either hearing aid inductive coil support or a desktop charger – both of which are very important for the community at which it is aimed.
It is however significantly cheaper than the similar service from Buddi. 'O2' will be selling the device online, through O2 stores and through Sainsbury’s pharmacies. The use of pharmacies is interesting because it’s the channel the French MVNO Bazile uses.
The operator might find itself having a tough time selling into the U.K. mobile retail trade where the major chains are keen to retain a young profile for their customer bases.
To be sure, O2 has been testing the system for a couple of years with about 200 local users. While the company accepts that most of the users will be older, it's keen to show the benefits for comparatively younger people, perhaps those with early onset Alzheimer’s, multiple sclerosis or epilepsy.
With around seven million people in the U.K. acting as carers and an aging population, there is a very great need for the service.
O2 refused to be drawn on targets but it’s very much a commercial venture and not a corporate social responsibility play, and this could present a few challenges down the road.

SpaceX's unmanned Dragon capsule was slated to arrive at the space station early today (March 2), but a thruster glitch on the spacecraft (which has since been fixed) delayed that plan to no earlier than Sunday, extending the spacecraft sighting opportunities for stargazers. When the two spacecraft finally meet, the space station's robotic arm will grapple Dragon and attach it a connecting port. Both spacecraft will then appear as a single bright moving "star," weather permitting. But while the two vehicles remain separated from each other, it will give ground observers an opportunity to watch the SpaceX Dragon capsule and the International Space Station visible as separate entities, appearing as moving lights sailing across the twilight sky.

RADIATION BELT AROUND EARTH

A ring of radiation previously unknown to science fleetingly surrounded Earth last year before being virtually annihilated by a powerful interplanetary shock wave, scientists say.
NASA's twin Van Allen space probes, which are studying the Earth's radiation belts, made the cosmic find. The surprising discovery — a new, albeit temporary, radiation belt around Earth — reveals how much remains unknown about outer space, even those regions closest to the planet, researchers added.
After humanity began exploring space, the first major find made there were the Van Allen radiation belts zones of magnetically trapped, highly energetic charged particles first discovered in 1958.

"They were something we thought we mostly understood by now, the first discovery of the Space Age," said lead study author Daniel Baker, a space scientist at the University of Colorado.
These belts were believed to consist of two rings: an inner zone made up of both high-energy electrons and very energetic positive ions that remains stable in intensity over the course of years to decades; and an outer zone comprised mostly of high-energy electrons whose intensity swings over the course of hours to days depending primarily on the influence from the solar wind, the flood of radiation streaming from the sun.
The discovery of a temporary new radiation belt now has scientists reviewing the Van Allen radiation belt models to understand how it occurred.

Radiation rings around Earth
The giant amounts of radiation the Van Allen belts generate can pose serious risks for satellites. To learn more about them, NASA launched twin spacecraft, the Van Allen probes, in the summer of 2012.
The satellites were armed with a host of sensors to thoroughly analyze the plasma, energetic particles, magnetic fields and plasma waves in these belts with unprecedented sensitivity and resolution.
Array Deployment
The identical Radiation Belt Storm Probes will follow similar orbits that will take them through both the inner and outer radiation belts. The highly elliptical orbits range from a minimum altitude of approximately 373 miles (600 kilometers) to a maximum altitude of approximately 23,000 miles (37,000 kilometers).
CREDIT: JHU/APL, NASA
Unexpectedly, the probes revealed a new radiation belt surrounding Earth, a third one made of super-high-energy electrons embedded in the outer Van Allen belt about 11,900 to 13,900 miles (19,100 to 22,300 kilometers) above the planet's surface. This stable ring of space radiation apparently formed on Sept. 2  and lasted for more than four weeks.
"The feature was so surprising, I initially foolishly thought the instruments on the probes weren't working properly, but I soon realized the lab had built such wonderful instruments that there wasn't anything wrong with them, so what we saw must be true," Baker said.
This newfound radiation belt then abruptly and almost completely disappeared on Oct. 1. It was apparently disrupted by an interplanetary shock wave caused by a spike in solar wind speeds.
"More than five decades after the original discovery of these radiation belts, you can still find new unexpected things there," Baker said. "It's a delight to be able to find new things in an old domain. We now need to re-evaluate them thoroughly both theoretically and observationally."
A radiation mystery
It remains uncertain how this temporary radiation belt arose. Van Allen mission scientists suspect it was likely created by the solar wind tearing away the outer Van Allen belt.
"It looks like its existence may have been bookended by solar disturbances," Baker said.
Future study of the Van Allen belts can reveal if such temporary rings of radiation are common or rare.
"Do these occur frequently, or did we get lucky and see a very rare circumstance that happens only once in a while?" Baker said. "And what other unusual revelations might come now that we are really looking at these radiation belts with new, modern tools?"

MOST FAVOURABLE COMPANY: APPLE THE GREAT

No matter how you look at it, and even if it's stock hit a new 52-week low today, Apple is still the world's most admired company, bar none, at least in the eyes of executives interviewed by Fortune magazine.
For the 6th straight year in a row, Apple took home the top honors for the title, this year scoring 8.24 on Fortune's ranking point system, ahead of Google with a score of 8.01, and Amazon with 7.28. Overall, Apple was deemed the most admired corporation, despite recent concerns over the company's performance and even after the fact that it's losing some affection from Wall Street.
Its stock has dropped over 34.9 percent since September as investors and industry analysts are worried that Apple's best days may be behind it. Of course, not everyone agrees on that view.
According to Fortune's description-- "Apple has had a tough time lately with its stock price in a free fall and the widely publicized failure of its Maps feature. But it still remains a very healthy company, posting $13 billion in net income last quarter, making it the most profitable company in the world during that period."
"The company has its fanatical customer base, and it still refuses to compete on price, making the iconic iPhone and iPad products that are still widely seen as prestige devices. Competition may be stiff, but so far it remains behind: In Q4 2012, the iPhone 5 was the world's best selling smartphone, followed in second place by the iPhone 4S," added Fortune Magazine.
In a related story on the company titled "It's lonely at the top for Apple," senior editor-at-large Adam Lashinsky did acknowledge concerns over the stock price and post-Steve Jobs management. But Apple has gotten to the point where people expect miracles from the company, he wrote.
And it seems that when Apple doesn't deliver those miracles, investors and analysts give the company the thumbs down. To be sure, Apple's corporate peers obviously see the current struggles as a short-term blip and continue to believe in the company's long-term potential.
But one question raised by Fortune is whether the "most admired" title is a true sign of Apple's value. "Perhaps the admiration of one's peers is a lagging indicator, akin more to a hall-of-fame vote than to a most-valuable-player award," Lashinsky wrote.
"The company whose late founder aimed for it to be 'insanely great' still remains damn good, and by any standards. The years to come will determine if for Apple, that's good enough," he added.
Beyond Google and Amazon, other tech players among the top 50 included IBM, Microsoft, Samsung, Intel, eBay, Facebook, and Cisco Systems.
Fortune's list of the world's most admired companies is based on surveys from executives across 30 different countries. The companies are ranked on nine separate criteria, including the quality of management, innovativeness, the quality of products or services, the ability to attract and retain talented people, social responsibility, and long-term investment value.

SPACE X DRAGON CAPSULE LAUNCHED AFTER A GLITCH

The glitch that stalled the private Dragon spacecraft's cargo delivery to the International Space Station today gave its handlers quite a jolt.
SpaceX's unmanned Dragon capsule launched smoothly into orbit this morning (March 1), but its thrusters failed to fully activate after the spacecraft separated from its Falcon 9 rocket. Just one of four thruster "pods" was working normally at first, imperiling SpaceX's second contracted supply flight for NASA.
"It was a little frightening there," SpaceX founder and CEO Elon Musk told reporters in a mission update today.

At least three of the four pods must be firing nominally for Dragon to be cleared to approach the orbiting lab, NASA officials said. A more immediate concern, however, was Dragon's initial orbit, which brought the capsule to within about 120 miles (200 kilometers) of Earth's surface at "perigee," its closest point.
"If we left it at this orbit without raising perigee, it would re-enter within a day or two," Musk said.

But the outlook has improved since the first few minutes after launch. SpaceX engineers have now brought all four pods online and executed an orbit-raising burn, Musk reported via Twitter, potentially clearing the way for an eventual space station rendezvous.
"Orbit raising burn successful. Dragon back on track," Musk write in a Twitter post today.
If everything goes swimmingly from here on out, berthing could occur as early as Sunday (March 3), NASA officials said — a day later than called for in the original plan.
The thruster issue was the first glitch Dragon has suffered in four trips to space. The capsule performed pretty much flawlessly on a test flight to Earth orbit and back, a historic demonstration mission to the space station in May 2012 and its first contracted cargo run to the orbiting lab last October.
So Musk isn't too concerned about Dragon's prospects going forward.
"I think it's an anomaly," he said. "I think it was a glitch of some kind and not a serious thing if we're able to come back online."
SpaceX holds a $1.6 billion deal with NASA to make 12 robotic cargo flights to the space station. The Dragon capsule is carrying 1,200 pounds (544 kilograms) of scientific experiments and supplies to the orbiting lab and is slated to bring 2,300 pounds (1,043 kg) of material back down to Earth.
Dragon was originally supposed to come home March 25, but the mission's timeline remains up in the air until the thruster glitches are definitively sorted out and Dragon is cleared to dock with the station.
